Designing for Growth: Flexible Spaces for Evolving Child Care Needs

A centre laid out around this year’s enrolment mix starts working against you the moment that mix moves. The nursery has a waitlist, the kindy room runs half empty, and the only fix on offer is a builder and a fortnight of disruption. Flexible design is the work you do upfront so that next year’s shift becomes a furniture decision instead of a capital works project.

What is flexible childcare centre design?

Flexible childcare centre design means planning a service so rooms, outdoor zones and storage can be reconfigured for a different age mix without structural work. It separates the expensive parts of a centre, the wet areas and structure, from the changeable parts, the joinery and furniture. A shift in enrolment then becomes a layout change rather than a renovation.

Most centres are designed to a single snapshot: the enrolment forecast in the feasibility study. That snapshot ages quickly. Families move suburbs, a new service opens two streets away, a local employer changes its shift pattern, and 18 months later, the room that was your bottleneck is the one with spare cots.

The demand pattern changed in January, and most layouts haven’t caught up.

On 5 January 2026, the Child Care Subsidy activity test was replaced by the 3 Day Guarantee, which gives every CCS-eligible family at least 72 hours of subsidised care per fortnight regardless of work or study (Department of Education, 2026). More families can now afford a third day.

Here is the part worth planning around. Occupancy and head count are not the same number. When families take three days instead of five, the same licensed place carries more enrolled children across the week. Square metres per child don’t move. Everything attached to a child’s name does: bag lockers, hooks, cot storage and rotation, sign-in congestion at 8:30 am, car park turnover, and how many families your foyer holds at once.

The pressure lands in circulation and storage, not merely in the play space. Those are the two areas that get trimmed first when a budget tightens.

The three layers of a centre, and which one to spend on

Every centre is three layers stacked on one slab. Knowing which layer a problem sits in tells you what it will cost to solve.

Refurbishment money tends to land in the loose layer because it is visible, affordable to approve and photographs well for the enrolment page. New furniture reads as an upgrade for about a term. However, the layer that decides whether you can respond to an enrolment shift is the semi-fixed one, and it is usually the first thing value-engineered out of a scope.

Wet areas set your ceiling.

A room without its own nappy change and hygiene facilities cannot take under-twos, however well it suits them otherwise. That single constraint decides which direction your centre can flex, and moving it means drainage, waterproofing, multiple trades and a room out of action.

So when a wet area is open anyway, build it for the younger cohort even if the room currently runs as kindy. The extra cost sits in fixtures and layout, and you are already paying for the disruption. Doing it later means paying for it twice.

Make the semi-fixed layer reversible.

  • Partitions that come out in a weekend. Demountable systems cost more to install and far less to change. If a wall will never move, build it properly; if it might, don’t build it as though it won’t.
  • Joinery on legs, not scribed into the wall. Freestanding storage units set against a wall give you the same look and let you redraw a room without a carpenter.
  • Services roughed in where you might need them. Extra power, data and tap points behind a future bench are cheap while the walls are open and expensive afterwards.
  • Thresholds and gates sized for the younger group. Gate heights and latch positions suited to toddlers still work for four-year-olds. The reverse does not.

The cost of moving a nappy change room is the real ceiling on your flexibility. Get that number before you plan anything else because it tells you whether you are designing a centre that can adapt or one that can only be renovated.

How do you add capacity without adding floor area?

Capacity is set by unencumbered space, not total floor area. The National Regulations require at least 3.25 square metres of unencumbered indoor space and 7 square metres of unencumbered outdoor space for each child (regulations 107 and 108). Unencumbered means usable play and leisure space, so built-in cupboards, thoroughfares and stored equipment eat into the number you are approved for.

That leaves real room to move without touching the footprint. Replacing built-in joinery with freestanding units, moving resource storage into a dedicated room, and reclaiming paths that aren’t part of the program all lift usable area. A verandah may count towards indoor or outdoor space with written approval from the regulatory authority, but never both at once.

Two things to line up first. Changing the number of children your service is approved for means applying to amend your service approval, so build the assessment time into the program rather than the handover. And regulation 115 still requires the premises to be arranged so children can be adequately supervised, which is the constraint that quietly rules out otherwise sensible layouts.

Grouping is also a lever. Educator-to-child ratios are calculated across the whole service rather than room by room (ACECQA), so multi-age grouping and shared spaces are an operational choice, provided sightlines and supervision hold up.

Outdoor areas that keep up with the age mix

Outdoor space is more than double the indoor requirement per child, and it is where flexibility is cheapest to build in. A yard that works across ages is zoned rather than themed: active, quiet, messy play for sand and water, and a soft landing area with fall heights matched to the equipment.

Get the boundaries movable. A toddler gate line set in a removable post socket lets you resize the under-two yard as the age mix changes. Shade structures follow the same logic. Fixed roofing is permanent by definition, while shade sails can be repositioned when you move the sandpit or extend a deck.

Loose natural materials, logs, stepping stumps and planter boxes do more for an evolving yard than fixed equipment, because the play value scales with the age of the children using them. There’s a fuller treatment of that in our work on outdoor play areas for early learning services.

Where flexible designs go wrong

Flexibility introduces its own failure modes. Four show up repeatedly.

Acoustics. Open, reconfigurable rooms get loud. Hard floors, high ceilings and an operable wall pulled back on a wet Tuesday produce a room where educators raise their voices, which raises the children’s voices in turn. Soft finishes, acoustic ceiling panels and rugs are not just decoration in these spaces.

Storage. Every flexible room generates equipment that has to go somewhere when it isn’t in use. Design the store at the same time as the room, or the reconfiguration you planned for will be blocked by a stack of cots in the corridor.

Supervision. Sightlines get checked at design stage with the furniture drawn in, then forgotten when the layout changes. Re-walk the room from the educator’s standing position after every reconfiguration.

Works on an operating site. Staging matters more than speed. Contractors need current working with children checks, hoarding must be genuinely child-proof rather than temporary fencing, and noisy work needs to sit outside sleep windows. Most friction in a commercial renovation at a live centre comes from sequencing, not from the build itself.

Start with one room.

Pick the room that would need to change first if your enrolment mix shifted next term. List the five things standing in the way of running it for a different age group. Price the wet area work separately from everything else.
